INTRODUCTION

The information package gives an overview of the courses available at Ural State University of Economics (USUE). It is intended for foreign students and serves as a guide in choosing courses and education programs.

The first part of this information package provides a lot of practical information for foreign students: information on USUE, an academic calendar, language requirements, etc.

In the second part of the information package, all courses and programs are listed.

Every care has been taken to ensure the accuracy of this publication at the time of printing. However, we would like to point out that curricula of some specializations are still undergoing changes. Please contact the University ECTS-coordinator if you would like to check the information.

What is ECTS (The European Credit Transfer System)?

The European Credit Transfer System was developed by the Commission of the European Communities in order to provide common procedures to guarantee academic recognition of studies abroad. It provides a way of measuring and comparing learning achievements, and transferring them from one institution to another. The ECTS system is based on the principle of mutual trust and confidence between the participating institutions for higher education. The few rules of ECTS, concerning information (on study programs), agreement (between the home institution, the host institution and the student), and the use of ECTS credit points (to indicate the full student workload) are set to reinforce this mutual trust and confidence.

ECTS credits

ECTS is a credit system based on student workload. Student workload refers to the time spent in lectures, practical and independent study. It includes all work needed to prepare for examinations and to meet the requirements. The ECTS credits reflect the quantity of work each course requires in relations to the total quantity of work required to complete a full year of academic study at the institution. ECTS credits express a relative value.

The basic allocation of academic credits in ECTS is 60 credits per year of study, 30 credits per semester. Credits are awarded only if a course has been completed and all requirements have been met and examinations passed.

ECTS students

Students have to organize together with their home institution and the host institution, what kind of programs or courses will be followed during the student's stay abroad. The academic credits may be transferred from one participating institution to another, as long as there has been prior agreement between the institutions involved.

Most exchange students will go to one host institution, study there for a short period, and then return to their home institution. Some may decide to stay at the host institution and finish their degree there. Others may decide to proceed to a third institution to continue their studies. In each of these three cases, students will be required to comply with the legal and institutional requirements of the country and institution where they take their degree.

When a student returns after successfully completing the study components agreed to in advance by the home and host institution, credit transfer takes place. The student then resumes the study program at the home institution without any loss of time or credit. If, on the other hand, they decide to stay at the host institution and to take their degree there, they may have to adapt their study program to comply with the rules of the host country, institution and department.

  1. GENERAL INFORMATION ON THE UNIVERSITY
The University

Ural State University of Economics (USUE) is a thriving center of higher education deeply rooted in cultural tradition of the Urals Region. Situated in the capital of the Urals Region, Yekaterinburg, the University is among the largest in Russia.

Founded in 1967 as Sverdlovsk Institute of National Economy, the institution grew steadily over the next years, fulfilling its purpose as a center of learning in the broadest possible service to the Urals Region and nation.

The growth and maturity of the institution was formally recognized in 1994 when its name was changed to Ural State University of Economics. Today, 4000 University students can major in 30 areas of undergraduate study in 6 faculties:

    2. Management and International Economic Relations
    3. Finance
    4. Trade and Commerce
    5. Technologies of Food Processing
In addition, faculties offer vocational and part-time academic programs. Retraining Institute offers 18-month courses for those who already have a diploma of higher education but would like to major in one of four economic areas:

  2. World Economy
  3. National Economy
  4. Management
The instruction is conducted at 37 Departments. Among the University lecturers there are 35 Dr. Sc. and Professors, 160 persons with scientific degrees, including five Distinguished Scholars and Scientists and three Distinguished Economists of the Russian Federation.

In its growth and expansion, the University has achieved distinction in many special fields. The Economic Development Institute of the World Bank assigned the University as the leading institution of the Urals, Siberia and the Far East for joint Trainers' Training programs in Banking and Financial Management. The University was among the founders of VUZ Bank, a unique amalgamation of a commercial bank and a training center.

Ural School of Finance and a number of other business schools, such as "Accountant", "COMBY", were set up as specialists training centers for the Urals Region.

It is the purpose of the Graduate School to provide the students desiring to go beyond the undergraduate level all the requisites, both tangible and intangible, for the production of trained and scholarly individuals who have a comprehensive knowledge of their fields, and who show, by successful completion of investigative problems, an ability to engage in productive independent research.

Our Graduate School offers 18 areas of study on the Candidate of Science's level and 8 on the doctoral level. Among them are Regional Economy, Management, Logistics, Finance, Money Circulation and Credit.

The university recognizes and supports research as a potentially valuable experience for students and an essential part of professional growth for university's teachers. The university encourages and stimulates individual research efforts and facilitates the development of regional and federal research programs concerned with entrepreneurship, market, SME development.

Since 1990 the university has hosted more than 120 specialists from the USA, France, Japan, Germany, Great Britain, Holland, Denmark, Finland, Poland and Mongolia. The university is proud of its established cooperation with the University of Akron (USA), Export Academy of Roitlingen (Baden-Wurtenberg, Germany), University of Rostok, the College of North-West in London, Higher school of Commerce (Pau, France).

International Programs Department

The International Programs Department (IPD) administers, coordinates, and serves as the liaison office for all international activities at USUE.

The International Programs Department is the central checkpoint and information service for all foreign students who are temporarily studying at USUE.

The staff members of the Department support student and teacher exchanges between USUE and schools abroad; coordinate the TEMPUS program and other study abroad programs for domestic students and staff; provide information on study and lecturing abroad; and coordinate the admission of foreign students.

The staff members of the Department are ready and willing to help students and other guests with whatever problems or queries may arise.

The University is proud of long term established cooperation with educational institutions in the USA, Germany, Great Britain, France and Switzerland.

Cooperation with the University of Akron (USA) is threefolded:

    2. Regional conferences
    3. MBA program for USUE graduates
For five years USUE has hosted seven American-Russian conferences where different aspects of regional economy have been under discussion. Issues of economic and social development of regions in the USA and Russia are the subject for joint research undertaken by the Departments of Urban Studies of the University of Akron and USUE. Currently, two USUE graduates are participating in MBA program, offered by the University of Akron.

The Faculty of Finance has been assigned by the Institute for Economic Development and the World Bank as the leading institution in the Urals for a joint trainers' training program in Finance and Bank Management.

Our German partners are University of Wiesbaden, European University of Wiadrin, University of Rostok, and Export Academy of Roitlingen. The key activity is student and teacher exchange programs.

In 1994 the Faculty of Trade and Commerce joint the Program of SME Development that was initiated by the "Know-How" Fund. Our British partner in this program is North West College in London.

Joint French-Russian project has resulted in a new specialization for USUE students "International Accounting and Auditing" (Faculty of Finance). The Master of Accountancy program is being designed.

The library

The number of book volumes exceeds 500 000. The resources include books in foreign languages (English, German, French); government documents, periodical and serial subscription, maps, art- and photo collections. Every day about 1500 people attend the library and over 3000 books and publications are loaned.

The University Library is situated on the 3-d floor of the "old" building. The lending counters are open daily from 10.00 a.m. to 5.00 p.m. The reading hall which is situated on the 4th floor of the old building is open from 10.00 a.m. to 6.30 p.m., Monday through Friday and from 10.00 a.m. to 5.00 p.m. on Saturday. To borrow a book, you should show your student card (ask at IPD).

The Computer Center

The Computer Center was set up in 1988. Today its basic objective is to provide a wide variety of training and maintenance services to all departments in the university. The university network links almost 250 computers, 130 computers have access to internet. Students, faculty and staff enjoy a number of special services in addition to the availability of a full spectrum of quality computing functions. Among these are:

  • short courses to faculty and staff on computer literacy
  • student and staff consultanting to help anyone with problems
  • network development and services to access internet
  • maintenance of software and hardware for computers

STUDENT ENROLLMENT AND EXCHANGE

Student Enrollment

Students seeking admission to USUE must have a certificate from a secondary school and pass entrance exams in such subjects as Mathematics, History, Russian, Geography (for the Faculty of Economics) and a Foreign Language (English, French, or German) (for the Faculty of Management and International Economic Relations). Entrance exams and enrollment are hold in July.

Upon entering the University, the student follows the required curriculum prescribed for his/her chosen field of study. The first two years are made up of a number of prescribed background in subjects which are relevant to the major area or specialization. The next three years provide a growing degree of specialization. After submitting a final project and passing the final oral examination, graduates are awarded the diploma of higher education in the field of study. This diploma qualifies the graduate for a career in research, business or public service.

Student exchange

All formalities concerning foreign exchange students, planning to stay at USUE within the framework of the TEMPUS program, must be conducted via the home university. Foreign students will have to choose from those courses that are mentioned in the ECTS Information package.

The student's choice of courses will have to be agreed by ECTS coordinators of both parties: the home and the host universities. Then the student and the home university will sign a learning agreement.

On completing the study at the host university, the student will be given a transcript of records which enables to transfer the academic credits from the host university to the home university.

Language requirements

The official language of instruction at USUE is Russian.

Student's level of Russian has to be high. If the student is planning to follow lectures and seminars at USUE, he/she is expected to actively participate in the courses. He/she will have to be able to express himself/herself easily in Russian, and, of course, he/she should have no problems in understanding Russian, both written and spoken.

If on coming to USUE the student feels that he/she needs more knowledge of the Russian language, the International Programs Department will help them with finding a private tutor.

STUDENT FACILITIES
University restaurants
There are two cafeterias offering snacks and drinks, lunches and hot meals at reasonable prices. The weekly opening hours are Monday through Friday, 8.00 a.m. to 5.00 p.m. and Saturday, 8.00 a.m. to 4.00 p.m. Only cash is acceptable.
Sports
The University sports facilities are situated in the Sports Complex. The use is free but you need to bring a certified copy of your application. A list of sports activities is available from IPD.

Accommodation

Though the University has residence hall rooms, we would recommend you to rent an apartment.

Apartments are fully furnished. The charge - from 1000 roubles to 1500 roubles - includes all utilities, local phone service. Residents are responsible for telephone and TV cable, if they so desire.

Health care and health insurance

Students may use the Health Center free. Foreign students are required to have health insurance.

Scholarship

A scholarship is granted to students who demonstrates sufficient knowledge of the material during the course and at term examinations. The amount awarded is around 200 roubles per month which is certainly not much even to pay for food.
Costs of living
To have a reasonable living standard in Ekaterinburg, you should have an income of 2000 - 2500 roubles per month.

  1. GENERAL INFORMATION ON UNIVERSITY PROGRAMS
    1. Explanation notes to the curricula
The University offers 5-year program for full-time students. By the completion of the program, graduates are awarded the qualification "Economist".

All the University curricula consists of 4 blocks:

  1. The humanities, social and economic courses (an average workload of 1400 hours);
  2. Mathematics and natural sciences (an average workload of 1000 hours);
  3. Basic subjects (an average workload of 2000 hours);
  4. In-depth subjects (an average workload of 1600 hours).
The important element of the University Study program is work placement: 4 weeks in semester 8 and 12 weeks in semester 10. Work placement enables students to acquire working experience in business or public sector and to work on their final project which is usually related to a particular field of study.

Each academic year consists of 34 weeks of full-time study, or two semesters (see Academic Calendar). As the study program consists of five years, the total number of semesters is ten.

The structure of each course combines lectures and seminars which are called contact hours, or instruction hours. Some courses have a special requirement: a completion of a course paper which is generally a small research project on a chosen topic. It should be presented in written form, but some lecturers require an oral defense as well.

    1. . Teaching methods
University education is made up of a wide range of different teaching methods: lectures, seminars, work placements, working and course papers. The further a student has proceeded in his/her study, the more individual feedback is given.
    1. Assessment
Assessment will take place by way of semester examinations or tests. Examinations and tests are usually oral and are conducted by a lecturer of the assigned course. Some lecturers may assign a written test at the end of the course or a number of written tests at the end of each topic/section. Others will assess continuously by means of progress reports, in-class presentations, group performance, working and course papers.

Students take final examinations at the end of their fifth year of study, usually in July. All final examinations are oral. The final examinations shall be in part an oral defense of the research project and in part general examinations of the student's field of study.

7.4 Russian Grading System

USUE uses four-grade system: "excellent", "good", "satisfactory", "unsatisfactory". The latter is a failing grade. This system is used for grading oral exams and working and course papers. For interim written tests the point grades can be used:

5 - for excellent work

4 - for good work

3 - for satisfactory work

2 - for unsatisfactory work

As an alternative "passed/non-passed" is used for grading semester tests.
